Israel will coordinate with Egypt on Palestinian refugees, the country's foreign minister said amid mounting concern that an Israeli offensive on Rafah will lead to forced displacement of Palestinians.

Speaking at the Munich Security Conference, Israel Katz said Israel will find ways not to harm Egypt's interests but insisted that it has to deal with Rafah because it "can't just leave Hamas there".

"We have no intention to deport any Palestinians out of the Gaza Strip," he said.

When asked where refugees in Rafah would go, he suggested Gaza's second city Khan Yunis.

On Lebanon, the minister said that Israel will be forced to remove Hezbollah from the border if efforts to reach a diplomatic solution to ease tensions fail.

"The world must pressure Iran and Hezbollah to withdraw from south Lebanon and implement UN resolution 1701," Katz said.

An Israeli offensive in Rafah "could only lead to an unprecedented humanitarian disaster and would be a turning point in this conflict", French President Emmanuel Macron said on Friday.

"I share the fears of Jordan and Egypt of a forced and massive displacement of the population," Macron added, speaking at the Elysee Palace alongside Jordan's King Abdullah II, who echoed the comments, saying the "catastrophic consequences" of such an offensive could not be accepted.

The German government has approved the deployment of armed forces in a European Union naval mission in the Red Sea to prevent Houthi attacks on Israel-linked ships there, a government spokesperson said.

“The ongoing escalation of violence and the threat to life and limb of the crews of ships, particularly in the southern Red Sea and the Bab al-Mandab Strait, require a robustly equipped military operation,” the spokesperson said during a regular press conference in Berlin.

However, Germany's participation in the mission is awaiting parliamentary approval, with a vote slated for next Friday.

The Houthis have said their attacks on Israel-linked ships in the busy waterway are an act of solidarity with the Palestinians in Gaza.

France, Greece and Italy will also participate in the mission, dubbed Aspides, meaning predator.

The countries are mandated to intercept attacks, but not to target the Houthis with strikes on land.

Israel’s military intelligence has circulated a document to Israeli leaders this week warning that Hamas will survive as a "guerrilla group" even if the army succeeds in dismantling Hamas as an organised military force in Gaza, the Times of Israel reported.

The report states that “authentic support remains" for Hamas among Palestinians in Gaza.

Given that there is no working plan for the "day after" the war, the document warns, "Gaza will become an area in deep crisis".

Israeli leaders have said nothing short of an "absolute" victory over Hamas would suffice. In this regard, at least, Israel's military intelligence is suggesting that the country can't win.
