While the conditions of another uprising in Egypt are fertile, the country's political scene has been decimated by 10 years of President Abdel Fattah el-Sisi's governance.
Speaking to David Hearst, the co-founder and editor-in-chief of Middle East Eye, Hamalawy said that Sisi had "desertified the political scene."
"You have at least two or three generations who have never seen protests in their life. Never distributed a leaflet in their university campus," he said.
"A generation who never took part in student union elections. Who never saw real parliamentary elections. Who never took part in a march.
"To have this revival will take time. While the objective conditions for a revolt are there, the subjections conditions are what we need to work on to open up the political arena."
