US President Donald Trump caused outrage after granting pardons to four former government contractors, from the private military firm Blackwater, who were convicted of a 2007 massacre in Baghdad.
The Blackwater guards were serving lengthy prison sentences for launching an unprovoked attack in which 14 civilians including two children were killed.
